Russia knowing that we have subs that can go under the ice sheets and hide until they had a task to completed. Meant the North sea was no longer a natural barrier from submarines.

I don't know all the details but from what I have been able to find on the subject this stuff comes from the cold war. IE they developed the sail to punch though thin ice (slowly). This was great for the cold war because it scared the crap out..
